This facility was opened in 2003 as "the sister organization to the highly successful European Technical Center (ETC), essential technical and logistical services to vital cryptologic missions in the Pacific Theater." His new workplace was at the NSA's Pacific Technical Center (PTC) at Yokota Air Base, near Tokyo. This was yet another a contractor job, as he was hired by Perot Systems (which was taken over by Dell in September 2009) under the Agency Extended Information Systems Services (AXISS) contract of the NSA. In August 2009 Snowden moved to Japan for his first job at the NSA.
